Godfrey Muthengi Ndagara represents Tharaka ward, in Mwingi North constituency, on the Kitui County Assembly, where he has built one of the more consistent leadership records among Kitui’s MCAs. He won the seat in the 2022 general election on a Wiper Democratic Movement ticket and was subsequently elected by his fellow Wiper members to Deputy Majority Whip, a position responsible for helping organise how the ruling side’s members vote and attend sittings – a role the Assembly's own leadership page confirms he held for an extended stretch of his first term.
Ndagara held that deputy post for several years before a further promotion. Following a September 2026 reshuffle of the assembly’s Wiper leadership, The County Diary reported that he was elected Majority Party Whip outright, moving up from deputy to the substantive post responsible for coordinating the majority side’s discipline and turnout on the assembly floor, one step below the Majority Leader in the chamber’s leadership structure.
His committee work has focused on holding the county executive accountable for delivery, not just on internal party organising. During 2023 removal proceedings against a county Finance executive over budget irregularities, Ndagara specifically linked the Finance department’s failures to stalled public projects, telling the hearing that unexplained delays in releasing funds were a direct cause of projects sitting incomplete across the county. Raising that connection – between a finance office’s disbursement delays and actual unfinished projects residents can see – is the kind of specific, evidence-based accountability work that goes beyond general criticism of “government inefficiency” without pointing to a cause.
Ndagara has also shown up consistently for major development milestones affecting the wider Mwingi area, not just his own ward narrowly. When Mwingi Level IV Hospital received a new oxygen-generating plant – only the second such facility installed in Kitui County after the one at Kitui County Referral Hospital in Kitui town – he attended alongside the Deputy Governor, the Majority Leader, and senior county health officials, marking his standing as part of the assembly leadership present for a genuinely significant health infrastructure milestone.
That combination of visible committee accountability work and sustained leadership responsibility was formally recognised in 2026, when Ndagara was named Outstanding MCA of the Year in Cultural Leadership and Social Development. Kitui County Assembly Speaker Kevin Kinengo publicly congratulated him on the award, describing it as a reflection of Ndagara’s dedicated service and contribution to the development of both Tharaka ward and Kitui County more broadly – recognition from the assembly’s own leadership, not just outside commentary or self-promotion.
Tharaka sits within Mwingi North, one of Kitui’s more remote constituencies, where the same infrastructure and service-delivery gaps that shape politics across the county’s drier wards are especially pronounced. An MCA who has spent his time in office climbing the assembly’s own leadership ladder while also pushing specifically on why public projects stall, rather than treating oversight and party organising as two separate jobs, has covered ground that matters to Tharaka residents on both fronts – representation inside the chamber’s leadership, and scrutiny of whether county money actually reaches the ground once it’s budgeted.
The Whip’s office is not a ceremonial title. In most legislatures modelled on the Westminster tradition, including Kenya’s county assemblies, the Whip is responsible for ensuring the ruling side can actually muster the numbers to pass its own agenda – tracking attendance, coordinating how members vote on contested motions, and acting as a discipline mechanism when the majority’s cohesion is tested. Ndagara now holds that office for the entire Wiper majority in Kitui, not just for Tharaka’s own interests on the floor.
Whether that new position translates into faster movement on Tharaka’s own specific development needs remains to be seen this early into the role, but the Whip’s office does give him direct, structural influence over how the majority side organises itself day to day – influence that a backbench MCA without a leadership title simply does not have access to, regardless of how engaged they are individually.
